REC Schedule 6 – Performance Assurance

The Performance Assurance Schedule which is mandatory for all REC Parties and Non-Party REC Service Users defines the governance and associated processes that support the Performance Assurance Framework (PAF).

Performance Assurance Board (PAB) Functions


One of the most important aspects of the Schedule is the establishment of the PAB and its functions which include responsibility for the Risk Register and Performance Assurance Methodology, monitoring compliance with the Code, mitigating risk using Performance Assurance Techniques, making determinations in relation to breaches and escalations.  

Proceedings of the PAB


The PAB is directed to develop, implement and amend its working practices as it sees fit to ensure it meets it functions in line with the Code and its agreed Terms of Reference. This section of the Schedule also outlines when meetings should be held in open or in closed session and establishes the right of appeal to an PAB decision.

Performance Assurance Procedures


The Schedule defines a number of key Performance Assurance Procedures including the Performance Assurance Methodology, the Risk Register, the Performance Assurance Operating Plan,  Risk Management Determinations and administration and implementation of Performance Operating Techniques (available for Portal Account holders). The Code Manager publishes the Annual Performance Assurance Report on the REC Portal which sets out the results of these techniques, actual costs incurred to RECCo, REC Service Users and REC Service Providers and any recommendations to amend the Performance Assurance Techniques.

Provision of Data  


Clause 9 of the Schedule outlines the requirements for REC Service Users and REC Service Providers to provide data to the PAB in accordance with the format, frequency and timescales set out in the Performance Assurance Report Catalogue.

Sandbox


The final part of the Schedule outlines the requirements of the PAB to establish a process for a REC Party to apply for a temporary derogation for the purpose of trialling a new product, service or business model. This is known as a Sandbox. The REC Sandbox and Derogation User Guide contains more information about this process and how to apply for a Sandbox trial. The Sandbox Register which is maintained by the Code Manager keeps a record of all Sandbox applications from initial application through to completion.

Performance Charges


Annex A of the Schedules sets out the process for establishing, administrating and applying the Performance Charges. These are the charges which the PAB may levy on REC Service Users and REC Service Providers as part of the Performance Assurance Framework.
