REC Schedule 9 – Qualification and Maintenance

This schedule sets out the criteria that must be met by organisations who wish to become a Qualified Party and/or access one or more REC Services. This is a process that is designed to ensure that a new entrant’s systems and processes are fit for purpose.

It is mandatory for all REC Parties and Non-REC Party Service Users.

Entry Assessment Requirements


The Schedule details the Entry Assessment Requirements, highlighting that the process is tailored to the applicant and may differ depending on market role and the sector of the market the entrant wants to operate in.

The preconditions to Qualification are set out for Energy Suppliers, Distribution Network Operators, Gas Transporters, MEMs, and for Non-Party REC Service Users that want to access REC services such as the Central Switching Service (CSS), the Switching Operator Service, the Gas Enquiry Service (GES) and the Electricity Enquiry Service (EES).

Maintenance of Qualification


The obligation for every REC Service User to submit an annual statement to maintain their Qualification under the Code is set out in Clause 11. This includes obligations on the Code Manager to notify REC Service Users of the date they must submit their Annual Statement and any further evidence it may require. Appeals


Organisations have a right to appeal against the Code Manager's decision on an application to be Qualified as set out in Clause 15 of the Schedule.
