Summary:

Thursday evening's release includes further optimisation of backend code and enables the Code Manager to instantly upload new public documentation without needing to change further settings to access these documents.

Description of Changes:

1. Database Code improvements. This code improvement is to provide optimisation in the Change Management and Targeted notification areas of the REC Portal. This should allow for quicker retrieval of data for Portal Users without impinging on REC Portal services.  

2. Permission changes to upload Change Documentations. The ability has been restored to the Change team to upload public consultations without the need to amend any further settings for Portal Users to access the documents.
