REC Code Roadmap

The REC Code Roadmap presents the priority work items the Code Manager is delivering now or in the near future that are, or could, result in changes to the Retail Energy Code (REC)

This provides our stakeholders with a view of the current active retail energy themes, and also, in response to your feedback, a timeline of events and other engagement points in the lifecycle of changes.

Roadmap Approach


The REC arrangements provide the systems and processes for the GB energy retail market, directly affecting all people, businesses and organisations in the country.  It is imperative that the arrangements evolve to support both consumers and market participants through the nearer term challenges and opportunities, and the longer-term transition to net zero and beyond. 

The change process – new ideas for change, initial assessment, solution development, impact assessment and consultation and implementation – takes up a substantial amount of resources from within RECCo and the Code Manager, as well as stakeholders.  

Our roadmap approach supports users in seeing where these resources are focused to enable better future planning and also to facilitate conversations about on the topics, volume and timing of change related activities. 

Roadmap Design


Key areas of change and assurance activity are represented within Themes; topics which have a notable amount of focus now, or are planned to in the near future.

Each theme is presented in detail, and on a timeline.

The Contents


We have included Change Proposals and Performance Assurance activity (distinct or on-going) that may result in change to the REC arrangements.  Events such as workshops, publications, consultations, decisions and releases are captured on the timeline view.

Using the Roadmap


  • Publishing the roadmap
    • We aim to refresh the roadmap approximately fortnightly, to ensure new information and events included in a timely manner.
  • Assessing REC change
    • The Code Manager and RECCo will use the roadmap as part of managing REC changes; for example identifying synergies, potential gap areas, prioritising and scheduling change.
    • We welcome stakeholders’ comments on these aspects too.
  • Understanding progress of change
    • In particular via the timeline view, for when impact assessments / consultations, decisions and releases are happening. 
    • Visibility of the change freeze (for Market Wide Half Hourly Settlement) and how that is affecting the change portfolio. 

Roadmap Impacts 


As a REC stakeholder, you may:

  • Want to comment on the nature or volume of change in particular topic areas of key concern to you – we welcome your input.
  • Want to suggest an area of change not currently on the roadmap but you consider it is or should be in the scope of the REC.
  • Want to know about the progress of the changes. You will be able to view progress in the roadmap timeline here.  Send us your feedback on whether you want other information included.
  • Want to understand how a CP you raised or are interested in is or may be affected by other changes and activities. The information on the themes and change freeze may be useful.
