The REC Metering Expert Panel is a sub-committee of the REC Change Panel and is responsible for all metering related Change Proposals and for updates to the Meter Product Data.

Responsibilities


The key functions and responsibilities for the Metering Expert Panel include:

  • To receive Preliminary Change Reports and Change Proposal Plans for Change Proposals relating to metering
  • To confirm plans for metering Change Proposal consultations
  • Vote to approve or reject Change Proposals related to metering
  • Discuss operational issues related to REC metering provisions and discuss possible solutions

Membership


Membership of the Metering Expert Panel is decided by REC Parties through means of nomination and elections. REC Metering Expert Panel members serve two-year terms on the group. The Chair of the Panel is appointed by the REC Manager. All members of the group will act impartially and independently of the interests of their employer. The group comprises of the following:

  • Two Gas and/or Electricity Suppliers
  • Two Gas Transporters and/or Distribution Network Operators
  • Two Metering Equipment Managers

Each Metering Expert Panel member is entitled but not required to appoint an Alternate. The Alternate members of REC Parties must be from a different organisation.

From May 2022, certain meetings of the Metering Expert Panel will be extended to incorporate an open session of the meeting. This will be specifically to allow for the discussion of operational issues and best practice. Invitations to these open sessions will be sent to the Contract Managers of all REC Parties. 

Voting and Quorum


In deciding a matter which requires a determination each Metering Expert Panel member or Alternate can cast one vote. All matters will be decided by a simple majority, providing that a majority of votes in two of the three representative categories (Suppliers, Network Operators, MEMs) are in support of the majority position. In the event of a tie, the Chair will cast the deciding vote. The meeting will be quorate providing that at least one member from each category is in attendance.

Meeting Frequency


The Metering Expert Panel will meet once a month on the second Wednesday. On a cyclical basis, meetings will incorporate open sessions to allow for discussion of gas and electricity operational metering issues (alternating months, with a third meeting in the quarter held without an open session).

The Final Agenda and meeting papers for each meeting will be made available five Working Days before the meeting on the REC Portal. Post Meeting a Headline Report will be published one Working Day after the meeting and minutes will be published five Working Days after the meeting.
