The REC Technical Expert Panel is a sub-committee of the REC Change Panel and is responsible for REC System related issues and Service Definitions.

Responsibilities


The key responsibilities for the REC Technical Expert Panel include:

  • Provision of technical advice and support for the development of changes relating to technical aspects of the REC, including the Data Specifications, Service Specifications and other documents as identified in the REC Baseline Statement
  • Receipt of preliminary Change Reports from the Code Manager for REC Change Proposals where the Change Panel determines that the Technical Expert Panel should be the Responsible Committee
  • Voting to approve or reject (or recommend approval or rejection to the Authority, where relevant) REC Change Proposals for which it is determined to be the Responsible Committee. Such a decision should consider the recommendation of the Code Manager
  • Provision of feedback to the Code Manager after reviewing release plans, testing plans and training guidance for REC Change Proposals being released to the industry

Membership


Membership of the Technical Expert Panel is decided by REC Parties through means of nomination and elections. REC Technical Expert Panel Representatives serve two-year terms on the group. Membership of the Technical Expert Panel comprises of:

  • One Domestic Supplier
  • One Non- Domestic Supplier
  • One Gas Transporter
  • One Electricity Network Operator
  • One Metering Equipment Manager

Each REC Technical Expert Panel member is entitled but not required to appoint an Alternate. The Alternate members of REC Parties must be from a different organisation. The Chair of the REC Technical Expert Panel is appointed by the REC Manager.

Voting and Quorum


In deciding a matter which requires a determination each Technical Expert Panel member or appointed Alternate can cast a single vote. Outcomes will be decided by a simple majority. In the event of a tie, the Chair will cast the deciding vote. For the Technical Expert Panel to be quorate a minimum of three REC Party representatives must be present.

Meeting Frequency


The REC Technical Expert Panel meets monthly on the last Wednesday of the month. The Final Agenda and meeting papers for each meeting will be made available five Working Days before the meeting on the REC Portal. Post Meeting a Headline Report will be published one Working Day after the meeting and minutes will be published five Working Days after the meeting.
