Performance Assurance Board (PAB)

The REC Performance Assurance Board (PAB) is primarily tasked with Performance Assurance, Qualification, and Maintenance of the Code.

Responsibilities


The key responsibilities for the REC Performance Assurance Board include:

  • Contributing to the development of, and where relevant deciding upon REC Change Proposals
  • Assessing and determining Performance Assurance risks and issues relating to REC Parties and REC Service Providers and making Risk Management Determinations in accordance with the Performance Assurance Framework and Performance Assurance Techniques, as may be appropriate
  • Determining appeals or disputes against outcomes of qualification and Maintenance of Qualification process (or escalate to the RECCo Board), based on an organisation’s performance during the Entry Assessment process
  • Responsibility for specifying REC Party, Non-Party REC Service User and REC Service Provider security and data protection requirements under the REC and determining action to take following notification of data protection or security breach in relation to any of the above organisations

Membership


The REC Performance Assurance Board members are appointed by the REC Code Manager following a nomination and selection process. REC Performance Assurance Board Representatives serve two-year terms on the group. Membership of the REC Performance Assurance Board comprises of:

  • Three Suppliers
  • One Gas Transporter
  • One Distribution Network Operator
  • One Meter Equipment Manager
  • One BSC Performance Assurance Administrator
  • One UNC Performance Assurance Framework Administrator
  • One consumer representative
  • Three independent performance management experts appointed by RECCo

Each REC Performance Assurance member is entitled but not required to appoint an Alternate. The Alternate members of REC Parties must be from a different organisation. The Chair of the REC Performance Assurance Board is appointed by RECCo.

Voting and Quorum


In deciding a matter which requires a determination each REC Performance Assurance Board member or appointed Alternate can cast a single vote. Outcomes will be decided by a simple majority.

Meeting Frequency


The REC Performance Assurance Board meets monthly on the last Tuesday of the month. The Final Agenda and meeting papers for each meeting will be made available five Working Days before the meeting on the REC Portal. Post Meeting a Headline Report will be published one Working Day after the meeting and minutes will be published five Working Days after the meeting.
